JBoss improperly provides a null cookie array return to getCookies() calls

Issue

Our valve randomly gets a null cookie array returned to it from org.apache.catalina.connector.Request.getCookies() calls it makes. This makes requests fail at random in unexpected ways (missing data, failures to authenticate). We know cookies are provided for these requests; why would JBoss randomly fail to return cookies?
