Intermittent connectivity observed with IPsec configured on Openshift

Issue

• After enabling IPsec at the host level on Openshift nodes, there are intermittent connectivity issues between containers.
• The connectivity is established again only after a network action is initiated manually, like ping to the host.
• This happens with Opportunistic Encryption as well as non-Opportunistic configuration.
