Embedded Ansible Provider is stopped on CloudForms 4.6

Solution In Progress - Updated -

Issue

We found that we are unable to add a new repository to the embedded Ansible provider. When looking at bin/rake evm:status we see that the EmbeddedAnsibleWorker has a status of stop pending

[root@test vmdb]# bin/rake evm:status
