CPU is throttled with cpu-cfs-quota set to false in OpenShift

Issue

  • In node-config.yaml, cpu-cfs-quota is set to false. 
kubeletArguments: 
  ...
  cpu-cfs-quota:
  - "false"
  ...
  • However, any pod with CPU requests and limits set are still throttling on CPU.
