Why is SELinux disabled on a system?

Issue

Although the SELinux status is enabled and enforcing and the config file reads:

  $ cat etc/selinux/config
SELINUX=enforcing

the getenforce command reports the system has SELinux disabled:

  # getenforce
Disabled
