Red Hat OpenStack: Instance Launch Fails when not enough CPU or Memory available

Issue

• When you launch an virtual machine instance from the Red Hat OpenStack Dashboard that requests more memory or CPU than is currently available, the instance fails to launch with "Error" in the Status field. Because the "Error" Status can reflect many different errors, more investigation is needed to determine the exact cause.
