TLS/SSL enabled public API enpoint not working
Issue
- After upgrading the test environment to osp12 one of the two controllers (not holding the VIP) is not able to reach the public endpoints
- openssl s_client -connect hangs after CONNECTED(00000003)
- curl does not work
- instance creation randomly does not work
- "Server Hello, Certificate, Server Key Exchange, Server Hello Done" is sent by the server but it never reaches the client
