Durable subscription messages are not delivered from one node in a cluster

Issue

• We have a two node cluster. After sending a set of messages to a topic, the messages are distributed across the two nodes as expected. The durable subscriber receives all the message from one node, but the messages remain on the subscription queue on the other node and are not delivered to the subscriber.
