Local forwarding stops on router after `ip route flush cache` is issued and unsolicitated arp query received
Issue
Router fails to perform local forwarding of ipv4 packets from interface after ip route flush cache is issued and unsolicited ARP query received.
Local forwarding is controlled per interface in /proc/sys/net/ipv4/conf/<interface>/ directly or via sysctl.
