ActiveMQ DestinationsPlugin not working as expected.
Issue
The DestinationsPlugin configured in activemq.xml file occassionally does not create all the queues and topics specified in the file designated to import/export queues and topics. Sometimes it will create only a few queues from the list. There are no related errors in fuse.log.
