What does the ICMP 'Port Unreachable' error mean

Issue

When attempting to send data across a network connection, the network connection may fail with a Destination unreachable (Port unreachable) error. This can happen at any time -
- during connection startup
- while connection is established and partial data exchange has been done
- during connection tear down.

This can happen with either TCP or UDP connections.
