OpenShift Upgrade Fails with rpm version different from image version

Issue

During an upgrade of OpenShift from version 3.7 to 3.9, the master node(s) are first upgraded to a particular version of 3.9, for example, 3.9.14. If before or during the subsequent upgrade of the cluster nodes a later version of OpenShift becomes available in the repo, for example 3.9.25, the node upgrade will fail with error message:

"OCP rpm version 3.9.25 is different from OCP image version 3.9.14"

Note that the specific OpenShift version numbers in the message depend on repo content at a given time.
