pmlogger daily does not honor PMLOGGER_LOCAL=1

Issue

• pmlogger is configured to listen only localhost to reduce the number of open ports found Remote Scanning and in OS Configuration Audits

$ grep PMLOG /etc/sysconfig/pmlogger
PMLOGGER_LOCAL=1

• Restart of pmloggger through systemd starts correctly listening on the localhost only
• But after the daily cron pmlogger_daily it is listening again on all interfaces
