Server does not start after update from RHEL 7.4 to 7.5

Issue

After updating RHEL from version 7.4 to 7.5, the system does not boot properly any longer. There are service reported as failed: dbus, systemd-logind, polkit, rtkit-daemon, accounts daemon. As a result, some other services like networking do not work properly, making the system inaccessible. Restarting the dbus service shows:

"Error getting authority: Error initializing authority: Could not connect: Connection refused (g-io-error-quark, 39)."
