When does the DLQ attribute on a queue get set in AMQ 6.x?

Issue

The DLQ attribute on a queue is not set on restart of the broker, even if messages exist in the DLQ. For example, for a startup queue DLQ.test:

<destinations>
        <queue physicalName="test" />
        <queue physicalName="DLQ.test" />
</destinations>

The DLQ attribute is not set, even though the queue count is > 0:

 JBossA-MQ:karaf@root> query  -QQueue=DLQ.test --view DLQ
   DLQ = false
