Why did pacemaker report that stonith devices were active on multiple nodes during a fence event?
Issue
During a fence event, pacemaker reported that stonith devices that had previously been in "Started" state on the node being fenced were active on multiple nodes and attempted to stop them. The stonith devices failed to stop and resulted in more nodes being fenced off.
