Reboot takes a lot of time

Issue

Reboot process takes too long due to swap getting umounted before tmpfs and shutdown procedure gets stuck.
There is big gap in the logfile /var/log/messages:

systemd: Stopped LVM2 metadata daemon.
after ~30 min
systemd: Job reboot.target/start timed out.
