Users cannot select how to show costs for reports based on Chargeback for Projects in CloudForms 4.x

Issue

Users whose group is not Evmrole-administrator or Evmrole-super_administrator are not able to set what to show costs by on the Filter tab when creating a new report based on Chargeback for Projects
