RHV: Hosted-Engine VM does not start

Issue

  • Cannot start Hosted-Engine.
  • All hosts in unknown stale-data state.
  • HA Agent keeps restarting
  • Manually starting Hosted-Engine VM has no effect.

    • ovirt-hosted-engine-ha-2.1.11-1.el7ev.noarch
