Set Stats Plugin with Workflows Does Not Work with Per_Host: True
Issue
Using the per host option available with set stats plugin does not work correctly when used in conjunction with workflows in Ansible Tower.

- Ansible Tower >= 3.1.0
- Ansible Core >= 2.3
