How to make OpenShift project in accessible to all other projects

Issue

• We have to keep re-enabling pod-network make-projects-global
• In a multitenant or networkpolicy cluster how do we open up a namespace
• We have a project we want to make global from an SDN perspective so that all projects can access it.
• We run oc adm pod-network make-projects-global command but after a while the network refuses connections again
