OpenShift permits the addition of roles to users and groups that do not exist

Issue

• openshift will allow you to grant permissions to non-existant users and groups
• I can add a role to a user that doesn't exist yet
• If I make a typo in the username when adding a role to said account, the command succeeds despite that username entered not existing
