QLogic interface is not coming up; "Start V-PORT failed -16" errors seen in the console

Issue

  • Unable to bring up the network interface on a QLogic CNA adapter
  • The following messages appear on the console when attempting to bring the interface up:

    [qed_start_vport:1929(<interface_name>)]Failed to start VPORT
    [qede_start_queues:1623(<interface_name>)]Start V-PORT failed -16
    
  • The ethtool output shows that there is no link detected and that the speed and duplex are unknown, but NO-CARRIER is not seen in the output of the ip link command

Environment

  • Red Hat Enterprise Linux 7.4
  • qede driver
  • kernel 3.10.0-693.17.1.el7
  • version 20170606-58.gitc990aae.el7_4 of the linux-firmware package
