Cannot See or Enable the OpenShift 3.9 Repository through RHSM

Solution In Progress - Updated -

Issue

I am trying to install or upgrade to OpenShift 3.9, but I cannot enable the 3.9 repository because it is not listed as available. I have a valid OpenShift subscription attached to the system, but when I try to enable the repository, I see the following error:

# subscription-manager repos --enable rhel-7-server-ose-3.9-rpms
Error: 'rhel-7-server-ose-3.9-rpms' does not match a valid repository ID. Use "subscription-manager repos --list" to see valid repositories.

Environment
