mod_cluster fails to proxy to JBoss because JBoss ip includes plus sign

Issue

mod_cluster fails to proxy to one of our JBoss instances. JBoss can be reached directly, but httpd throws an error like the following, suggesting it is trying to use JBoss's ip with a + added to it:

[proxy:error] [pid 20854] [client 127.0.0.1:48884] AH00898: DNS lookup failure for: 1127.0.0.1+ returned by /
