Interfaces are not persistent across reboots on RHEL7 when net.ifnames=0 is set or eth names are used

Solution Verified - Updated -

Issue

  • Interface names do not always match the same physical port on each reboot
  • After a reboot, the interface names no longer match the same devices that they used earlier, even though HWADDR is set and 70-peristent-net.rules is also set

Environment

  • Red Hat Enterprise Linux (RHEL) 7
  • net.ifnames=0 present in /proc/cmdline
