Issue

When configuring LBaaS V2 in Red Hat OpenStack Platform 10 using high availability mode (more than one LBaaS node), if stopping the neutron-lbaasv2-agent service, causes Load Balancing service to fail some service requests.

The service is transferred to other node, but the internal namespace and the haproxy process is still retained in the original node.
