Service catalog can not be installed after openshift cluster upgrade

Issue

  • cluster upgrade from v3.6 to v3.7 worked correctly, but any attempt to install the service catalog fails.
  • ansible playbook failed at below task every time service-catalog install playbook is run.
FAILED - RETRYING: wait for api server to be ready (1 retries left).
