Etcd migration playbook fails if no etcd snapshot has been created

Issue

When running the etcd migration playbook, one of the pre-checks is to ensure etcd has created a snapshot file.
Fails with message

Before the migration can proceed the etcd member must write down at least one snapshot under /var/lib/etcd/member/snap directory

On a fresh environment etcd might not have created this snapshot yet and therefore migration playbook fails.
