Is there any way to set global configuration settings for KDE Desktop in Red Hat Enterprise Linux 6?

I wish to set few KDE desktop environment settings as default for all users of the system.
-
Example:
1. Set custom wall paper
2. Don't display Desktop folder upon login.
3. Don't play sound upon login.
etc...
- Is there any way to change such options so as to affect all users on the system?

- Red Hat Enterprise Linux 6
- KDE4
