Is there any way to set global configuration settings for KDE Desktop in Red Hat Enterprise Linux 6?

Issue

I wish to set few KDE desktop environment settings as default for all users of the system.
Example:

1. Set custom wall paper  
2. Don't display Desktop folder upon login.
3. Don't play sound upon login.
etc...

Is there any way to change such options so as to affect all users on the system?
