Cannot call API using OpenID Connect & 3scale integration

Issue

• I am attempting to call an API that has been set up in 3scale using OpenID Connect to authenticate with RH-SSO. Our current expected flow since is that the requesting service gets a token from SSO using the client id/secret set up in 3scale. Then taking the token that's given and calling 3scale using the Bearer token. I'm able to get the token, but when I try to use it I get a 403.
