LUKS automount for iSCSI based LUN not working at boot time

Issue

After setting up /etc/fstab and /etc/crypttab to automatically decrypt and mount a LUKS filesystem at boot time, getting below errors and dropped to the Maintenance mode shell.
```
fsck.ext4: no such file or directory while trying to open /dev/mapper/luks-dev
fsck.ext4: unable  to resolve 'UUID=xxxxxxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx'
```
