Unable to create a user despite it being absent in the database:
MariaDB [(none)]> CREATE USER 'hyperscale'@'localhost' IDENTIFIED BY ‘password’; ERROR 1396 (HY000): Operation CREATE USER failed for 'hyperscale'@'localhost'
