Can I perform containerized image builds using Red Hat Update Infrastructure (RHUI)?

Issue

• When using Red Hat Update Infrastructure (RHUI), Amazon AWS, or Microsoft Azure platforms (which all employ a similar technique to RHUI for package management), can I perform container image builds using the content provided in RHUI repositories?
• When using containers, packages are not available from Red Hat Update Infrastructure (RHUI) and RHUI content is not presented into containers as it is with Red Hat Subscription Manager (RHSM) content from the Red Hat Content Delivery Network (CDN).
• Inside of a container on a RHUI-subscribed system, commands like yum and microdnf are non-functional and cannot find RHUI-related repositories.
