RHV: After Hosted-Engine restore procedure, the DC is down.
Issue
- After following HE restore or storage migration procedure, the Data-Center is Down.
- Previous SPM host cannot activate with:
StoragePoolConnected: Cannot perform action while storage pool is connected: ('hostId=1, newHostId=2',)
