RHV 4 Actual Timezone in the guest differs from the configuration with Windows Guest using PST -8 time

Issue

An ! is visible next to the VM in RHV-M indicating "Actual time zone in the guest differs from the configuration"
- When the time zone in a Windows 10 or Windows 2012 Server R2 guest VM is set to PST (GMT -8 ) and the hardware offset (Edit VM -> System -> General -> Hardware Clock Time Offset) of the VM is set to GMT -8 in RHV-M"
- If the time zone is changed to other time zones (e.g. EST, CST, Alaska), the warning does not appear.
