The bonded interface using bnx2x driver does not properly failover

Issue

The bonded interface using the bnx2x driver does not failover after interrupting the physical link, either by removing the cable of the active interface, or by administratively shutting down the interface from a blade management GUI. The first failover attempt does not work. After reconnecting the interface and trying again, failover is successful.
