Why system does not stop at single user mode( Runlevel 1) ?

Issue

  • Why the runlevel immediately progressed to runlevel 3 after having dropped to runlevel 1 ?
  • Why system does not stop at single user mode ( Runlevel 1) even after setting kernel parameter "single" at the end of kernel line in grub.conf file or when we specify it interactively from the grub menu ?
    Eg:
default=0
timeout=5
splashimage=(hd0,0)/grub/splash.xpm.gz
hiddenmenu
title Red Hat Enterprise Linux Server (2.6.18-348.2.1.el5)
    root (hd0,0)
    kernel /vmlinuz-2.6.18-348.2.1.el5 ro root=/dev/VolGroup00/LogVol00 quiet crashkernel=128M@16M single
