Namespace wide egress IP shows the host node IP in OpenShift v3.7 if an even IP address is used

Issue

• Assigned an egress IP for a project using the following commands:

$ oc patch netnamespace test -p '{"egressIPs": ["<192.168.x.3>"]}'
$ oc patch netnamespace test -p '{"egressIPs": ["192.168.x.3"]}'

• However, the outgoing IP address shows up as the egress host node IP instead of the assigned egress IP address "192.168.x.3".
