Ceph - after reboot the Ceph disk devices are owned by "root:disk", but should be owned by "ceph:ceph"

Solution In Progress - Updated -

Issue

We have noticed that some of the servers, at the time of boot, has the wrong permissions in some disk devices. Instead of having "ceph:ceph" they have "root:disk", and this causes the failure of the OSD start. A change in permissions fixes this, but after each restart disks lose this config.
Is there any way to change the permissions permanently?
