Openstack - Second Interface i.e eth1 is not coming up during the instance spin

Issue

During the instance spin DHCP is enabled and eht0 is coming up but eth1 is not coming up , during the check noticed there is a e free ip's on the subnet but still it is not coming up, also tried using static IP but even then it is not coming up.
