Openshift impacted when service catalog is in broken state

Issue

• Failed during upgrade from 3.6 to 3.7 when installing service catalog.
• Service catalog failing with error showing apiserver failed (exit code 1)
• Network Diagnostics fails with below error :

       Description: Create a pod on all schedulable nodes and run network diagnostics from the application standpoint

       timed out waiting for the condition

• Diagnostics test is failing when service catalog is in broken state
• Projects not getting deleted
