Memory based HPA can not get current value in OCP 3
Issue
- A HorizontalPodAutoscaler (HPA) has been deployed based on the doc
- The creation operation succeeds but it is not working normally, HPA can't get the current value of the usage.
- The error reported from HPA is
FailedGetResourceMetric missing request for memory on container
