KVM guests using kvm_clock experience delays in signal handling
Issue
In KVM guests using kvm_clock as the clock source where the guest TSC frequency is > the host TSC frequency experience delays in signal handling associated with timers.
Sometimes the instability is enough that application code notices that expected timers are not firing and complains.
