Issue
- Unable to disable namespace ownership check in OCP 3.4
- With "ROUTER_DISABLE_NAMESPACE_OWNERSHIP_CHECK=true" configured, creating new routers to share routes with the same domain name across namespaces failed with error "a route in another namespace holds example.com and is older than my-new-router`
