F11-F12 keys does not work through virt-manager's Windows X11 instance
Issue
The virt-manager ignore the F11-F12 keys through virt-manager's Windows X11 instance.
In the virt manager debug mode is possible to see following messages
(virt-manager:32243): GSpice-CRITICAL **: send_key: assertion 'scancode != 0' failed

Environment
