Openshift Upgrade fail with error version 3.7.x is higher than the upgrade target version

Issue

• Atomic-openshift-docker-excluder version failure while upgrading OpenShift Container Platform
• Available atomic-openshift-docker-excluder version 3.7.9 is higher than the upgrade target version
• How to upgrade OpenShift Container Platform from 3.6 to 3.7.
• Error looks like
