RHEL 6 client fails to reconnect to NFS server, appears to be stuck in SYN-SENT state until iptables is restarted

Issue

A RHEL 6.9 Client fails to reconnect to an NFS server. netstat and packet captures show the Client is dropping the SYN-ACK packets from the NFS Server.
