When rgmanager is stopped the services are not relocated in timely manner

Issue

When rgmanager is stopped (service rgmanager stop) the services that the node is running are not relocated in a timely manner. The relocation eventually occurs but is delayed from doing the relocation for 6 minutes(the times varies from 6 minutes to 30 minutes of a delay).

Environment

Red Hat Enterprise Linux Server 6 (with the High Availability Add On)
rgmanager is managing the clustered resources.
