RHV History Database (ovirt_engine_history) not recording hourly enteries

Issue

• In ovirt_engine_history, VM usage was accessible in v4_1_fully_joined_statistics_vms_resources_usage_hourly which is a view of many tables including vm_hourly_history. However, there have been no new records in vm_hourly_history since Nov 5 around 2 am despite the fact that new records are showing up in vm_samples_history.

• Note that Nov 5 at 2 am was the end of daylight savings time.
